Resilient Homes Program – 3 key categories
1. Home Buyback
A voluntary option for owners whose homes are at high flood risk. The NSW Reconstruction Authority (RA) purchases the property, and the owner receives a buyback payment. Buybacks are available in both the Northern Rivers and Central West eligible LGAs. NSW Government
Best for: owners who don’t want to rebuild/raise and prefer to exit high-risk land.
2. Resilient Measures (Grants to make homes safer)
This stream provides grant funding to reduce future flood risk. In the Central West, eligible owners may access: NSW Government

Home Raising – grant up to $100,000 incl. GST to elevate liveable areas + consequential works.

Home Rebuild – grant up to $100,000 incl. GST to rebuild a more resilient home.

Home Relocation – grant up to $100,000 incl. GST to move an existing home to a safer spot (on-site or within region).

Home Retrofit – grant up to $50,000 incl. GST for flood-resilience upgrades/repairs using resilient materials.
If the project cost exceeds the grant, RA can match the homeowner’s co-contribution up to 100% of the grant, meaning totals can reach $200k for raising/rebuild and $100k for retrofit. NSW Government
Best for: owners who want to stay on their land but reduce risk through construction solutions.
3. Assessment + Approval Support Funding
RHP also supports the “getting ready” work that makes projects possible, including: NSW Government

Free Home Assessments (to confirm eligibility and options).

Up to $20,000 incl. GST for essential pre-construction steps such as planning, feasibility, design, and development approvals where appropriate.

Co-contribution waivers may apply in some cases.
Best for: owners needing the technical groundwork done before any grant works can start.
